ℹ️ Login now requires BOTH steps: email verified in Cognito + admin approval.
🔐 Share controls: set each approved user's share scope (`none`, `outgoing_only`, `incoming_only`, `full`) and trigger password reset emails.
✅ Enforcement is active: approved users must also have verified email to log in.
